Submitting

Where to submit a CAR

Through beforeUdig or Submitica, two free online systems named by the council (Submitica needs a registered user). The page says to use them if you need to dig, and does not name a system for other work. For a CAR you can also contact a local traffic management supplier.

When a CAR is needed

Any work or activity that affects the normal flow or operation of the road, footpath or berm in the road corridor needs a CAR and a Work Access Permit. The council lists trenching, new or repaired vehicle crossings, work in the berm or shoulder, tree work, scaffolding, crane work, plumbing or drain laying, and pipes, ducts, poles, cabinets or other structures placed below, on or above the road reserve, and says the list is not complete. No exemptions or thresholds are published on that page.

TMP submission

The council says you may need a TMP, depending on how much the work affects public access. For a road closure, you may need to attach a TMP along with a scope of work, methodology statement and safety plans. No file format or upload rule is published.

Standard accepted

The council's work access permit page links to the NZTA's New Zealand guide to temporary traffic management (NZGTTM) for guidance on traffic management plans. It does not state which standard it requires, and does not mention CoPTTM or a switch date.

Fees

A temporary road closure application costs a $300 plus GST processing fee, which covers the 2 public notices the council places; motorsport events also need a bond (or a Motorsport NZ bond certificate) of at least $2000. The council describes beforeUdig and Submitica as free of charge. No CAR or TMP fee is stated on the work access permit page.

Processing time

Lodge a CAR at least 15 working days before work is meant to start. Event road closures need an application at least three months before the date, and the council says it will give an update or ask for more information within 4 weeks of a complete application.

Closures and road space

Road closure application

Yes, a separate temporary road closure application, lodged at least three months ahead with proof of insurance and proof of consultation. The page also says a bond payment must accompany the application, and charges a $300 plus GST processing fee. The application goes to a full Council meeting, and the council runs two public notices (a proposal notice, then a go-ahead notice if no objections stand). A CAR and TMP are obtained as well.

Extra forms with a CAR

One standalone council form is published for road closures. Events that do not need a formal closure use a written road use consent application.

Events

An event that closes a road needs a temporary road closure application at least three months ahead. If no formal closure is needed, the council issues a road use consent, applied for in writing with the date, time, route and number of people, plus a full TMP that the council approves. A TMP may be required for any event that affects road users.

Other notifications

For a road closure the applicant must consult all residents and businesses in the closure area and others who may be affected, and give the council proof of that consultation. For a state highway closure, NZTA manages it and the regulations set a 42-day public notice period.
