- When a CAR is needed
Any work or activity that affects the normal flow or operation of the road, footpath or berm in the road reserve needs a CAR and a work access permit. Listed examples include berm or shoulder work, tree work, scaffolding and crane work, anything that alters the surface of the road reserve, anything placed below, on or above it, and new or existing vehicle crossings. The list is not complete, and no exemptions are published on that page.

- Events
An event on a council road will probably need a TMP as part of an event application form, and a road closure for an event is applied for at least 60 days ahead. The events team decides whether traffic management is needed, and if so a suitably qualified traffic management company prepares the plan, to be submitted at least 8 weeks before the event.
