Submitting

Where to submit a CAR

Lodge the CAR in Submitica (create a Submitica account first if you do not have one). Utility operators use the same site.

When a CAR is needed

A Work Access Permit (applied for through a CAR) is needed before excavation of any sort including drilling, work that may damage the road, laying a new pavement surface, or any other work that blocks a traffic lane and is likely to delay traffic for more than two minutes. Closing a vehicle lane, parking area or footpath needs council permission. Crane lifting usually needs a TMP, and temporary construction loading zones and scaffolding need a Road Usage Licence form (see Extra forms).

TMP submission

A Road Usage Licence application (for temporary structures on the road such as scaffolding, hoarding, gantries and construction loading zones) is uploaded to a CAR in Submitica and must also have a TMP completed by a qualified STMS. For a shipping container the council says a TMP must be included in the application. WCC's 2006 Code of Practice also says a TMP, prepared by a qualified person, must be kept on site while work is in progress wherever traffic or pedestrians may be affected. No WCC page found sets a TMP file format or says how a TMP is lodged for other work.

Standard accepted

WCC's temporary traffic management page says TTM must comply with CoPTTM (Part 8 of the Traffic Control Devices manual) and does not mention NZGTTM or give a switch date, so confirm with the council which standard it will accept. It adds that TTM on WCC roads can only be authorised by the council or by an STMS it has delegated authority to.

Local conditions

Yes. Utility operators follow the National Code plus the council's Local Conditions. Everyone else follows the council's Code of Practice for Working on the Road (19 sections plus appendices, PDFs on the codes of practice page).

Fees

From 1 July 2024, all including GST: Minor CAR $272, Major CAR $785, Project CAR $1350, Preliminary CAR $725, Global CAR $1350, WAP extension $65. Extra charges apply for inspections, non-conformance and the Underground Asset Register. Fee table is on the road use fees page.

Processing time

No fixed CAR processing time is published on the pages checked; the council says it depends on complexity. Its Code of Practice (dated 2006) asks for prior approval applications at least 15 working days before work starts, and the shipping container page asks for an application at least 5 working days ahead. Confirm current practice.

Closures and road space

Road closure application

Not required A working TMP designer reports WCC does not require a separate road closure application for works. The council's permissions page says closing a lane, parking area or footpath needs council permission, and for work on the road or footpath says this covers road work notices and corridor access requests. Event closures are different and go through the events team (see Events).

Extra forms with a CAR

Forms depend on the work. The council publishes a Road Usage Licence form and a December brownout exemption form, and a written agreement is needed to work in another permit holder's excavation. A working TMP designer also reports that an Application of Agreement is required with CAR applications.

Events

Yes, separate from works. Closing a road, lane, parking area or footpath for an event needs council permission, requested with the outdoor event booking form and discussed with the Street Activities team ([email protected]). Simple closures take about 10 working days; complex ones longer. A planning meeting may ask for traffic and pedestrian management plans.

Other notifications

Moving parked vehicles for road works needs 48 hours notice, including a letter drop about the parking restriction to all properties within 50m of the site and a notice under the windscreen wipers of cars in the affected area. WCC's 2006 Code of Practice also says people working or living within 50m of the work site should get at least 48 hours' written notice (nature, times, duration, 24 hour contact number) where they are likely to be affected.
