Submitting

Where to submit a CAR

Submitica, the council's chosen Corridor Access Request platform. Every TMP goes through it and is reviewed by a council authorised Traffic Management Coordinator.

When a CAR is needed

No separate list of works needing a CAR was found. The council's TMP page says a TMP is required for all activities on the council road corridor, including anything that alters the surface of the road, footpath or verge, placing pipes, ducts or cabinets below or above the road surface, and new or maintained vehicle crossings. Works such as mowing urban or rural verges are usually excluded. The council's fee schedule lists the CAR as the former Road Opening Notice.

TMP submission

The TMP is submitted through Submitica and must show all signage, temporary traffic controls, detours and pedestrian and cyclist management where they apply. Current public liability insurance is required for all works. No file format is published.

Standard accepted

The council's TMP page cites the NZTA Code of Practice for Temporary Traffic Management (CoPTTM) as adopted by local councils. No NZGTTM position or switch date was found on the pages checked.

Fees

2026/27 schedule (the council states fees include GST): CAR (formerly Road Opening Notice) $515. TMP processing: vehicle crossing and minor works $170, major works of 5 or more days or pavement excavation $335, minor events under 1000 people $170, urban or CBD major works and events of 1000 or more people $561. The minor event line says it does not include the road closure fee, which the Traffic Management Coordinator may waive depending on the complexity of the TMP. Road closure application $608, which includes one advertisement; two are required and the council pays one.

Closures and road space

Road closure application

Yes. Closing a road needs a council-agreed TMP and a temporary road closure application, both made through Submitica; closing without them is illegal and can be fined. Apply at least 62 days before the event so the council can publish the proposed closure and allow time for objections. The council then publishes public notices and manages submissions and hearings. A qualified STMS must prepare the TMP.

Events

An event that disrupts normal traffic flow or pedestrian access (parades, marches, filming, markets, community, school, sporting or church events and building work) needs traffic management. Contact the council as early as possible if a road must close; the closure application is made 62 days ahead through Submitica.
