Submitting
- Where to submit a CAR
The council tells applicants to register on Submitica and beforeUdig and follow the instructions on each site. All supporting information (vehicle crossing application if applicable, TMP, site plans, construction drawings) goes in at the time of application.

- When a CAR is needed
A permit (CAR, then a Works Access Permit) is needed for any work in the road reserve, which runs boundary to boundary. The page lists driveways and culverts, drainage work, services (power, cables, trenches, cabinets, poles), planting a tree, installing a gate or cattlestop, traffic management and felling trees. Work cannot begin until the council issues the Works Access Permit.

- TMP submission
Submit the TMP with the CAR application as supporting information. For a temporary road closure the council says you must engage a qualified STMS to create the TMP, and an application may be rejected if it lacks sufficient traffic management information, which may include traffic management contingencies, site closure methodology and a site specific signage layout. No file format is published.

- Standard accepted
The council says applications are reviewed against the Local Government Act and the Code of Practice for Temporary Traffic Management. It does not mention NZGTTM or a switch date on the page checked, so confirm with the council which standard it accepts now.

Closures and road space
- Road closure application
Yes. Consent for a temporary road closure (application to the council) and a traffic management plan are both required, for events or for works on or under the road; in some cases where the council owns the land affected (for example an event in a park) a closure application may not be needed. Closing the road without both is illegal and may result in a fine. For an event the proposed closure is in most cases publicly notified in the local papers for a minimum of 6 weeks, so the application must reach the council at least 8 weeks before the event. Event closures take considerably longer than road works closures. Incomplete applications are delayed, and applications lacking sufficient traffic management information may be rejected. You can only close the road once the council has given you the closure approval, the TMP and confirmation that the conditions are met.

The council's application forms include a vehicle crossing application (submitted with the CAR where it applies) and a gate or cattlestop application. It also lists a Form of Indemnity and a standard letter advising utility works, but the page does not say when those are needed.
Application for a Vehicle Crossing
Covers Vehicle crossing design, supplied as supporting information with the CAR.
Applies when If vehicle crossing work is part of the job (the page says 'if applicable').
Application to Erect Gate/Cattlestop Across Road Reserve

- Events
An event that needs a road or part of a road closed requires a temporary road closure application and an STMS-prepared TMP. Allow at least 8 weeks, because the proposed closure is advertised for a minimum of 6 weeks. If the council owns the land affected (for example an event in a park) a road closure application may not be needed.
