Submitting

Where to submit a CAR

Two systems, split by type of work. Excavation work goes through beforeUdig, which works with CorridorAccess to generate the CAR. Non-excavation activities (including events and retrospective CARs) go through Corridor Access NZ (corridoraccess.co.nz). Register for a login first.

When a CAR is needed

A CAR is needed for any work carried out in the transport corridor (road reserve), whether excavation or not. The council has extended the requirement to all contractors who work in the road corridor, such as painters, builders, drainlayers and plumbers. Examples include trenching or digging, footpaths and entranceways, and work within the berm or shoulder. If the work adjoins a state highway, NZTA also needs a CAR and its own approval.

TMP submission

A TMP is lodged electronically through the CAR system (not emailed or posted) when you apply for the CAR. It must be completed by a qualified Temporary Traffic Management Planner, and the plan must show signage, temporary traffic controls, detours and pedestrian and cyclist management. A site specific TMP goes in with the CAR. No file format is published.

Standard accepted

The council's traffic management page names the NZTA Code of Practice for Temporary Traffic Management (CoPTTM). No NZGTTM position or switch date was found on the pages checked.

Local conditions

Yes. A work access permit is issued with relevant local conditions, which are given to the applicant once the CAR has been processed. The council also requires developers to comply with the Regional Infrastructure Technical Specification (RITS) when building infrastructure in subdivisions and developments.

Closures and road space

Road closure application

Yes, a temporary road closure application using the council's Event Application Form, lodged at least 90 days before the event. It must say why, which roads, the dates and times, and attach a TMP by a qualified STMS. The council advertises the closure in local newspapers, the public can object, and organisers work with objectors. The Service Delivery Committee decides.
