Submitting

Where to submit a CAR

No online portal is named on the pages checked. The council publishes a Corridor Access Request form (PDF) and TMP forms to complete, and sends questions to the roading team by email or phone.

When a CAR is needed

Utility operators must complete a CAR for any work in the public road area, including excavating, drilling, resurfacing and installing pipes, cables and poles (the list is not exhaustive). The 2026/27 fee schedule also prices private corridor access requests, and requires a preliminary notification for all project works.

TMP submission

A TMP is also required, using either a full form or a shortened form depending on complexity. Use the full form when the work has several phases or delays, such as resealing, shoulder widening or road reconstruction. The forms are PDFs on the council site. Where to send them was not stated on the page.
