Submitting

Where to submit a CAR

Submitica (online). A utility operator or a delegated agent can lodge it. TMPs can go in with the CAR in Submitica or be emailed to the roading team.

When a CAR is needed

Currently a CAR is only needed where the activity breaks ground in the road corridor or risks damaging it. Activities that change the normal operating conditions of a road need a TMP whether or not a CAR is needed. The National Code of Practice for Utility Operators' Access to the Transport Corridors sets the standard for working in the road and the CAR process.

TMP submission

Submit the TMP in Submitica with the CAR, or by email to the roading team. The designer must be suitably competent, for example holding a practising TTMP warrant, unit standard 33254, or the TTM Design micro-credential (4922). No file format is published.

Standard accepted

CoPTTM or NZGTTM. TMPs must meet the minimum standards of either, but the council has not formally adopted the NZGTTM, so an NZGTTM-based application should be raised first with the roading team by email.

Local conditions

The council publishes a notice board template (static notice boards must follow it or the TCD Rule W7-8 design), a Submitica guidance document, a TM extension form and a list of traffic management road level classifications.

Closures and road space

Road closure application

Yes, a separate Temporary Road Closure Application form. Any full or partial closure (including one-way or lane closure) needs a public communication plan. Generally, if the road carries through traffic, static notice boards or variable message signs plus a letter drop are required 7 days before. An event with a full closure must be put to the council at least 60 days ahead so the closure can be notified in the local paper; the council arranges the advert and charges the cost to the event organiser.
