Submitting

Where to submit a CAR

Lodge the CAR on Submitica or on beforeUdig, but not on both. The council invoices each application monthly. Vehicle crossing CARs are lodged on beforeUdig.

When a CAR is needed

A CAR is needed to replace or install a vehicle crossing (driveway). For events, a CAR may be needed when the event affects the road corridor. The pages checked do not list other thresholds or exemptions.

TMP submission

A TMP and bill payer details must be included with the CAR. The council points to NZTA's website for TMP forms. No file format or page limit is published on the page checked.

Standard accepted

The council says it is in a transition stage to NZGTTM and no switch date is given on the page. Its STMS delegated authority system is on hold, and it expects TMPs to be prepared by a qualified TTM Planner.

Local conditions

Yes. The council publishes the Hutt Valley local conditions specifications (PDF dated November 2015) for working on its roads, alongside the National Code of Practice for Utilities Operators' Access to Transport Corridors. The PDF is eleven years old, so check with the council that it is still current.

Closures and road space

Road closure application

For an event closure, apply by letter to the Roading Consents team. The page says processing can take at least four months. The council then publishes a public notice giving the community 28 days to raise concerns or make a submission, and affected landowners are also notified. The application is considered at a council meeting, which may approve or decline it, and any conditions in the approval letter must be met before the event. The pages checked do not describe a separate process for closures needed for roadworks.

Events

Yes. An event needing a temporary road closure needs a letter of application to the council (see Road closure application). Depending on the event you may also need a CAR, a TMP prepared by a qualified STMS, and public liability insurance. Traffic management costs are the event organiser's responsibility.
