Submitting

Where to submit a CAR

Submitica. For excavation, locate underground services through beforeUdig first. The council's roading consultant (WSP) processes each CAR.

When a CAR is needed

A CAR is needed to plan an event or to dig within the road boundary (roads, berms and so on). A TMP is required for all activities on the council road corridor, including anything that alters the surface of the road, footpath or verge, placing pipes, ducts or cabinets, and new or maintained vehicle crossings. Works such as mowing urban or rural verges are usually excluded.

TMP submission

All TMPs go through Submitica and are reviewed by a council authorised Traffic Management Coordinator. A CAR needs a site specific TMP and all the information requested. The plan must show signage, temporary traffic controls, detours and pedestrian and cyclist management. Current public liability insurance is required for all works.

Standard accepted

NZGTTM for all new TMP applications from 1 July 2026, replacing CoPTTM; existing approvals or contracts may continue under the previous provisions unless the council says otherwise. The council's November 2024 guidance page also says CoPTTM submissions will still be accepted during the transition period.

Local conditions

Yes. The council's guidance on NZGTTM (November 2024) sets minimum requirements: a current NZTA warrant or a relevant NZQA qualification for anyone in a TTM supervisory role; for applicants working under NZGTTM, the relevant NZGTTM forms and TMP form guidelines and written confirmation that third-party liability insurance has been updated. Where there is no current national standard it uses the standards historically in CoPTTM as a minimum. A work embargo (moratorium) covers holiday periods.

Fees

The CAR fee is $288 per application, invoiced once the CAR is accepted. No separate TMP fee is stated on the pages checked.
