When a CAR is needed

Any work or activity in the road corridor needs a CAR before it starts, including excavation, utility work, tree felling, road maintenance, inspections, traffic management set-ups and temporary structures. The flow chart says a CAR is needed where work intrudes into any part of the transport corridor such as live lanes, shoulders, cycle lanes, footpaths, bus stops, driveway access, parking bays or clearways. Low-risk work meeting the "No Impact Works" criteria still goes through a CAR but needs no full TMP.

TMP submission

The TMP goes in with the CAR through Submitica, together with the council's TTM risk acknowledgement form (required with every TMP). The PCBU assesses the risk, has the assessment peer reviewed internally, and builds the TMP from it. Low-risk works that qualify as No Impact Works send an acknowledgement form instead of a full TMP. The council reviews for safety and risk rather than prescribing method.

Standard accepted

The council's corridor access page says it was to fully transition to NZGTTM on 1 April 2026, and that until then TMPs based on either CoPTTM or NZGTTM were accepted if they meet its safety and risk management requirements. That date has passed and the page still carries this wording, so confirm the current position with the council.

Local conditions

Yes. The council has its own risk-based process: a corridor access flow chart, a TTM risk acknowledgement form for every TMP, and a No Impact Works category.

The council says to allow 20 working days for processing, and work cannot start until the CAR is accepted.

Closures and road space

Road closure application

For an event that may need a road closure, the council's events page asks for a written application at least six weeks before the activity (that page may be out of date). The $270 road closure notification fee excludes publication costs. Proof of consultation with affected retailers and residents, and with significant road users, helps the application.

Events

An event likely to change the normal use of a road needs a TMP from a suitably qualified person; the council suggests a professional traffic management company. Event road closures need a written application six weeks ahead. This events page mentions Opus International for State Highways and may be out of date, so confirm with the council.
