- When a CAR is needed
A CAR is needed for any work or activity on a road, footpath or berm, or that affects people using it: any physical works in the road corridor, and events or activities that affect normal operation of the road, footpath or berm. Excavation covers digging, directional drilling, resurfacing, pipes and ducts, access ways and opening manhole or chamber covers. Non-excavation covers safety fencing, scaffolding, cranes and tree work, and TMPs for non-intrusive works. Emergency works needed within the day are applied for after the event.

- TMP submission
The TMP is entered in Submitica with the CAR. It must be prepared by a qualified Site Traffic Management Supervisor (STMS) and show the location and type of work and the start and finish dates. The council also asks for a detailed site plan and as much detail as possible about the activity. Work cannot start until the signed permit and TMP have been emailed back to you.

Closures and road space
- Road closure application
Yes. Apply to the council (application form on its website) before closing the road, ideally at least 60 days ahead, with the prescribed fee. The council places a first advertisement inviting submissions and objections, then a second with the closure hours and detours. The applicant provides liability insurance of at least $2,000,000, a bond if prescribed, tells Police and emergency services, confers with adjacent property owners about their access, and supplies a TMP for council acceptance. State highways are NZTA's.
