Submitting

Where to submit a CAR

myWorksites. The council processes CARs and TMPs through it, with support and FAQs on the myWorksites help site. Activate the job with the Start Work button on the day you are on site, and notify completion there.

When a CAR is needed

A CAR is needed to dig, drill, resurface or do anything else that alters the road corridor surface, to place any pipe, duct, pole, cabinet or structure below, on or above the corridor, to install a new stormwater drain leading into the corridor, and for one-off or annual events such as parades, sporting events and stock droving. The list is "but not limited to". The National Code of Practice for Utility Operators' Access to Transport Corridors applies to all work in the corridor, whoever does it.

TMP submission

Submit the TMP as a single PDF through myWorksites alongside the CAR. A TMP does not replace a CAR where one is needed. Under NZGTTM, the TMP must include a risk register and risk assessment, otherwise it is treated as CoPTTM-based. Applications are returned if they lack detail, are late, have no evidence of consultation with affected parties, or lack accurate route positions for temporary speed limits.

Standard accepted

Both, during a transition. The council is moving to NZGTTM principles for local roads and for now accepts TMPs under either CoPTTM or NZGTTM. All TMPs must meet the Health and Safety at Work Act 2015. No end date for CoPTTM was found.

Closures and road space

Road closure application

Yes. Register the event with the council at least 52 days before, and submit a road closure application form with the TMP. An advertisement goes in the Southland Express two weeks before, at the organiser's cost. The organiser must contact every affected person in the closure area and get their signature, and try to resolve any objection, all recorded in the myWorksites CAR. The form itself was not found on the roading forms page.
