When a CAR is needed

A CAR is required for any activity in the road corridor. Works that do not involve ground disturbance count as non-excavation activities. Works over 10 working days, and all subdivision-related activities, fall in the project category. Emergency works by contracted maintenance and utility providers are an exception.

TMP submission

The council asks for a TMP that suits the site and activity and is aligned with the NZGTTM. All documents must be portrait PDFs, each no larger than 15 MB. TMP approval is required before any TTM is placed in the road corridor.

Standard accepted

NZGTTM. The council says temporary traffic management must be planned, implemented and managed in accordance with the NZGTTM. No CoPTTM position was found.

Local conditions

Evidence of meaningful engagement with affected residents and other impacted stakeholders must be provided. A contractor may be removed from the road corridor in the situations the council lists. A Works Completion Notice is submitted when the works are finished (a template is on the council's page).

Closures and road space

Road closure application

This applies to any works requiring full closure of the road corridor to the public. The council's minimum processing time for a road closure is 10 working days, and a road closure application fee is charged in addition to the CAR and TMP fee. Public notification by the council is in addition to any agreed communication measures such as letter drops and on-site signage, which remain the contractor's responsibility. No separate road closure form was found.
