Submitting
- Where to submit a CAR
Submitica. The council says you must make a CAR and receive a Works Access Permit before working in the road corridor, and this is done through the Submitica website.

- When a CAR is needed
The council's page lists two groups of activities. The group headed NECAR includes cranes, cherry pickers and water blasters, skips or containers, vehicle entrances, temporary scaffolding and applying for a full or partial road or footpath closure to carry out work on or above the road. The group headed CAR includes any activity that alters the road corridor surface, placing any material or structure below, on or above the corridor, and a new or modified vehicle crossing. The fee page says a CAR is required for all works carried out within the road corridor.

Closures and road space
- Road closure application
For event closures, apply with the council's application form giving the applicant and organiser details, the purpose and date of the event, the roads to close (marked on a map) and the start and finish times, with a TMP developed by a qualified professional. Applying at least two months ahead is recommended because the closure must be advertised at least 42 days before the event. The application goes to the relevant community board or ward committee and is advertised, and if there are no objections the Chief Executive decides. A closure for works is covered by the non-excavation (NECAR) group of the CAR page, which lists applying for a full or partial road or footpath closure to carry out work on or above the road.

- Events
Yes. Events that increase traffic to a particular area (sporting fixtures, concerts), restrict access to roads (street parades) or put unusual traffic on roads (races, fun-runs, car rallies, parades) are covered by the temporary road closure application, which needs a TMP developed by a qualified professional. Traffic management must be implemented by trained people under a qualified STMS, and public liability insurance is required. An event without a TMP will not proceed.
