Submitting

Where to submit a CAR

Online through beforeUdig (you may need to register first). If the online form fails, a manual application can be made to the council. Event applications are emailed to the Road Corridor Access Team on a council form.

When a CAR is needed

A CAR is needed for any activity that alters the surface of the road reserve (excavating, drilling, resurfacing) or places a pipe, duct, pole, cabinet or other structure below, on or above it; the council says the list is not complete. Types are Project (works over 14 days), Major (excavation over 1 square metre, under 14 days) and Minor (domestic service connections or works up to 1 square metre that do not disrupt pedestrians or vehicles). Minor or emergency works already done in the past 7 days are notified rather than applied for in advance. Vehicle crossings are part of the CAR.

TMP submission

A TMP goes in as part of the CAR application for any activity that changes normal operating conditions in the road reserve, such as blocking a footpath, a driving or parking lane, or a sports event on roads. It must be designed, set up and monitored by personnel qualified under NZTA requirements. For events, a route plan showing roads, barriers and marshals goes in with the application and TMP, and the full TMP including marshal points and instructions is attached. No file format is published.

Local conditions

Construction work in the road reserve, including reinstatement, must follow the Regional Infrastructure Technical Specifications, and excavation and trenching must follow the National Code of Practice for Utilities' Access to the Transport Corridors. The council page does not list separate local TTM conditions.

Fees

The council says CAR fees vary with the type of works and sends you to its fees page. The 2026/27 schedule (including GST, from 1 July 2026) lists an annual traffic management plan (ATMP) fee of $1,452, TMP review (before and after inspections) at $284, re-inspection for non-compliance at $238, and a charge for TMPs not complied with of up to $1,017 per day. The schedule shows a road corridor request fee of $1,404 only in its 2025/26 column, so no 2026/27 road corridor request fee is listed there. A motor sport event processing fee of $250 appears on the event form.

Processing time

The council lists 5 to 10 working days for local roads and 10 to 15 working days for state highways.

Closures and road space

Road closure application

Yes, for events: an application on the council's events form emailed to the Road Corridor Access Team, made 3 months before the event. Organisers write to adjacent owners and occupiers, the council advertises the closure (the organiser pays), and objections close 28 days before the event. Evidence of public liability insurance (minimum $2,000,000) is needed.
