Submitting

Where to submit a CAR

The council publishes a Street/Road Opening Notice (RON) application form, not a CAR portal. The form goes to the council's Engineering & Services Department ([email protected], 07 315 3030, 108 St John Street). No beforeUdig or Submitica process is mentioned on the pages checked.

When a CAR is needed

The RON form is for access to the road corridor to carry out works on council-controlled roads and streets. The council's standards say an application must be made before works can start, and apply to all contractors working on or in council assets. No exemptions are published.

TMP submission

If you work on a council roadway or footpath, the council requires a Temporary Traffic Management Plan that it has accepted and signed off. The RON standards also say works are carried out under an ODC accepted TMP. No submission format is published.

Standard accepted

The council's RON form says all works must meet the "COP Temporary Traffic Control" and refers to the NZTA's Code of Practice for Temporary Traffic Control. It does not name CoPTTM or NZGTTM, and the reinstatement standards in the same document are dated 30 January 2020, so confirm which standard the council now expects.

Local conditions

Yes. The council publishes Street/Road Opening Reinstatement Standards, which apply to all contractors working on or in council assets, along with a defects liability period and a sign-off inspection after reinstatement.

Fees

2026/27: temporary road closure processing fee $200, plus the cost of newspaper advertising ($170 to $230 each; a full closure needs two advertisements and a closure that only disrupts traffic needs one). No fee for the road opening notice itself is stated on the pages checked.

Processing time

A road opening notice application must be lodged 10 working days before work starts on site (except in emergencies). A temporary road closure application needs to arrive at least 56 days before the event.

Closures and road space

Road closure application

Yes, a separate Application for Temporary Road / Street Closure, submitted at least 56 days before the event so the council can advertise it and hear objections. The council places two newspaper advertisements and charges them to the applicant, and the applicant must tell affected parties in person and arrange any signage or traffic control.
