Submitting

Where to submit a CAR

Submitica (submitica.com). Create a new application of type Excavation or Non-excavation, upload the documents and the TMP, then submit. You get a unique CAR number to quote in all communication and extension requests.

When a CAR is needed

Any work or activity in the road corridor (road, footpath or berm) needs the council's prior approval through a CAR. An excavation CAR covers digging, drilling, resurfacing, placing pipes, ducts, poles, cabinets or structures, new driveways and stormwater drains, fencing that encroaches, and opening manhole covers. A non-excavation CAR covers placing skips, bins or containers, scaffolding, parking or using cranes, cherry pickers or water blasters, full or partial road or footpath closures for work, accessing manholes or pits, and road closures for events. The CAR is usually lodged by the contractor doing the work.

TMP submission

Submit the TMP in Submitica as a step of the CAR application. The CAR must also include a preliminary plan of scope and scale, how the work will be done, start and finish dates and hours, and any locates required. For a road closure, the TMP must be in with at least 5 working days notice or the application is declined.

Standard accepted

NZGTTM. The CAR page says all traffic management must comply with the NZGTTM, and road closure applications are reviewed against it.

Local conditions

Reinstatement must meet the council's Land Development Manual, and completed work has a two-year warranty. Works that take longer than 10 minutes in the road reserve must also be entered in the council's TTM notification spreadsheet (see other notifications).

Closures and road space
