Submitting

Where to submit a CAR

Lodge the CAR through Before U Dig, Corridor Access or Submitica. The TMP is uploaded with the application.

When a CAR is needed

A CAR is needed for any activity in the road corridor that alters the surface, underground or any part of the corridor, or changes how pedestrians, motorists and cyclists normally use it. That includes filming, storing materials, skips, excavating, resurfacing, signs, drones, tree felling, events, scaffolding and extending a driveway. If unsure, email the corridor access team. State highways are controlled separately by NZTA.

TMP submission

Draft the TMP, then upload it to the CAR application along with the supporting documents (the council lists a full scope of works A3 form, consents, plans or photos). For events the TMP must be developed by a suitably qualified STMS or a professional traffic management company. No file format is published.

Standard accepted

The council's TMP page points to the Code of Practice for temporary traffic management on the Waka Kotahi (NZTA) website and to Waka Kotahi TMP forms. It does not mention NZGTTM or a switch date on the pages checked, so confirm with the council which standard it accepts now.
