Submitting

Where to submit a CAR

Submitica (app.submitica.com). Use BeforeUdig first to locate underground services for any excavation.

When a CAR is needed

Any activity that affects the operation of the road, footpath or berm needs a CAR and a Works Access Permit. There are two types. An excavation CAR covers digging, drilling, resurfacing, anything placed below, on or above the corridor, new stormwater drains into the corridor, and new or modified vehicle crossings. A non-excavation CAR covers things like parking or operating cranes and concrete trucks, scaffolding, temporary fencing, events, and full or partial road or footpath closures.

TMP submission

Submit the TMP with the CAR in Submitica, as part of a site-specific plan. A TMP is for any activity that varies the normal operating condition of any part of the road corridor, for example work that stops normal footpath access or use of a driving or parking lane. All new CAR applications must be in the new NZTA risk-based TMP format (a date the page gives as 1 May 2026, which has passed). No file format is published.

Standard accepted

NZGTTM. The council says it is transitioning to the NZGTTM. Its page says new generic TMPs were only accepted up to 30 April 2026 and all new CARs must use the risk-based format from 1 May 2026 (both dates have passed); existing site-specific plans and generic TMPs stay valid until they expire.

Fees

2026/27, GST included unless stated. The council's CAR page says "Fees are charged only for reinspection, and for non-compliance", but the fee schedule lists CAR fees, so confirm with the council before relying on either. Schedule: CAR footpath or berm work minor (up to 6 square metres and/or 20 lineal metres) $35, major (to 10 square metres and/or 100 lineal metres) $390; road carriageway work minor (up to 2 square metres and/or 5 lineal metres) $390, major (to 10 square metres and/or 15 lineal metres) $1,024; larger project work at actual cost; extra weeks beyond the stated period $173 each. Inspections or re-inspections $206 under roading and footpaths inspections ($217 under asset management general fees), non-compliance inspection $206 per hour. Penalty for unauthorised or un-notified activity on road reserve $335 plus the cost of the activity. Temporary road closures: base $146 plus disbursements (event or group of roads base plus $170) with 42 days notice, $596 for late applications.

Closures and road space

Road closure application

A road or footpath closure for work is applied for as part of a CAR. The fee schedule has a temporary road closure charge that depends on whether the council gets 42 days notice (a higher fee applies to late applications), and advertising and traffic management are the organiser's or contractor's cost. A separate closure application form may exist but was not confirmed.
