Submitting

Where to submit a CAR

The council's CAR page tells applicants to submit through the Before U Dig website (which also checks for underground services) and says that service is the mechanism for making a CAR and giving the council a TMP. The same page also has a Submitica section and says users must set up a Submitica account to submit CARs, so confirm with the council which route applies. Before U Dig has no information on council water, wastewater or stormwater pipes, which are on the council's own mapping.

When a CAR is needed

A CAR and a Works Access Permit are needed before working in the legal road. Examples listed: trenching, footpaths and entrances, work in the berm or shoulder, tree work, scaffolding and crane work. Other events or activities in the road (non-excavation) do not need a CAR and WAP but still need a TMP.

TMP submission

The council's TMP page offers its own short form and long (full) form TMP downloads (Word), each with guidelines, and an on-site record form. The short form is only for simple activities where work is not in a live traffic lane (vehicle crossing or footpath construction, shoulder or grass verge work, inspections); the full form is for all other work and for generic plans.

Standard accepted

NZGTTM. The council's TMP page (updated 2 September 2026) says TMPs must be in accordance with NZGTTM and completed by an STMS with a current NZTA qualification.

Closures and road space

Road closure application

For a full or partial closure submit a TMP 60 days before the event (the timeframes list says 60 working days, so allow the longer). The council must advertise all road closures by law and the applicant or organiser pays. The CAR page, in its Submitica section, says to ask the road owner's permission before closing a road, restricting access or digging under a road. The pages checked name no separate closure form.
