Submitting

Where to submit a CAR

Through beforeUdig or Submitica. For TMPs, the council says beforeUdig is for excavation projects that also need services located, and Submitica is for other work. You must be a registered user, and registering is free.

When a CAR is needed

Any work or activity that affects the normal flow of the road, footpath or berm in the road reserve needs a CAR and a work access permit (WAP); the council lists trenching, footpaths and entranceways, berm or shoulder work, tree work, scaffolding, crane work, new vehicle crossings, and pipes, ducts, poles, cabinets or other structures placed below, on or above the road reserve. Some activities need no CAR but still need a TMP: work on the shoulder or grass verge only, inspections, single private excavations in the grass berm under 3 square metres or 6 linear metres, and non-excavation activity on Low Volume, Level 1 and Level 2 roads that does not affect normal use of the footpath or carriageway. The page lists shoulder work in both groups, so check with the council.

TMP submission

All TMPs must be submitted electronically through beforeUdig or Submitica. A registered Site Traffic Management Supervisor must be engaged, at the applicant's cost, to prepare the plan; the council does not prepare TMPs. The plan must show signage, temporary traffic controls and detours. For a road closure the council form asks for a Code of Practice TMP from a warranted TTM planner. No file format is stated on the pages checked.

Standard accepted

The council's TMP page says it has adopted CoPTTM, and its road closure form also refers to a Code of Practice TMP. No NZGTTM position or switch date is published on the pages checked.

Fees

2026/27 schedule (prices include GST unless stated): TMP approval for a CAR lodged through Submitica $110; temporary road closure for events $621 (waived for charitable and not-for-profit events), with a TMP and a bond required once the closure is granted. The bond is set by risk assessment, $6,000 to $10,000 for hill climbs, car rallies and similar; high-risk events pay $897 for inspections. The CAR page sends you to the fee schedule and lists no separate CAR fee.

Processing time

CARs must be made at least 15 working days before work starts. Road closures need a complete application at least 3 months ahead, because the council must advertise at least 42 days in advance and take the request to a council meeting.

Closures and road space

Road closure application

Yes, a separate written application at least three months before the date, with the application form, public liability insurance, the fee and a TMP. The council must advertise the closure at least 42 days ahead (2 weeks for objections), and a briefing goes to a council meeting for a decision.

Events

An event that closes a road follows the temporary road closure process (three months ahead). A TMP can also be needed for an event on private property that increases normal traffic flow, and event organisers pay all TMP costs.
