When a CAR is needed

The bylaw defines a CAR as an application to carry out any work or activity that affects the normal operation of the road, footpath and grass berm, made before the work starts. A CAR is required in certain cases, for example digging, drilling, resurfacing or anything else that alters the road corridor surface, and if there is any doubt a CAR should be submitted before working. A separate clause also requires an authorised officer's prior written permission for temporary acts that affect normal road conditions, such as operating machinery from the road, placing a skip or container, or erecting temporary fencing or scaffolding.

TMP submission

The bylaw says utility operators working in legal road are generally covered by the CAR process, including in emergencies, and that where they occupy the road corridor it is a worksite and a Traffic Management Plan accepted by the council is required. For any permission under the bylaw, the council may also ask the applicant for further information such as a TMP, site location plan and CAR. Where to lodge was not found.
