- When a CAR is needed
Any excavation (digging, drilling, resurfacing, installing pipes, ducts or other structures) needs a CAR. Non-excavation work (accessing manholes, cleaning or painting buildings, building repairs, transporting materials, tree trimming) and street events (parades, festivals, sports) also need a TMP. Separate permits are needed for things like scaffolding, containers, skip bins and mobile food vendors.

Submit the worksite and TMP in myWorksites. The TMP must be submitted by a practising TTM planner. No file format is published. Excavation work also needs a contractor the council has accepted for that work.
