Submitting
- Where to submit a CAR
The council's page says to submit the CAR through BeforeUDig with the TMP and supporting documents, and that all TMPs go through Submitica. The council's own user guide describes lodging the CAR itself on Submitica (free to use; a delegated authority can submit). Check which portal your application should go to with the council.

- TMP submission
A TMP is required as part of the CAR application and must be uploaded with it; the council will not issue a Work Access Permit without an accepted TMP. The TMP covers the works, temporary controls, work programme and a contingency plan. The designer must hold a Temporary Traffic Management Planner warrant or a current NZQA qualification (from 1 May 2021). To extend a TMP, use the TMP Extension Request Form before it expires.

Closures and road space
- Road closure application
For an event needing a full road closure, submit a temporary road closure application with the proposed TMP, well in advance, and pay a bond. The council must advertise the proposed closure (local paper, social media and other channels) with a one week period for objections, then publish a second notice after the committee's decision. No work or event can go ahead until the closure is formally decided and the notices are published.
