Submitting
- Where to submit a CAR
Excavation CARs go through beforeUdig, which generates the CAR for the council. Non-excavation CARs go through the CorridorAccess website. The non-excavation page also says to email the TMP to the CAR requests inbox, while the traffic management page says TMPs must be lodged through the electronic CAR system and not emailed to the council, so check with the Roading Team which applies.

- When a CAR is needed
A CAR is needed for any work in the Transport Corridor, including trenching, footpaths and entranceways, work in the berm or shoulder, street parades, tree work, scaffolding and crane work. The fee schedule notes say a CAR and TMP are required for all activities that need an excavation in the berm, footpath or carriageway, and for all activities that affect normal operating conditions of the road or footpath. A CAR is not required for non-excavation work on existing utility infrastructure that does not affect the normal use of the carriageway or footpath. If the work adjoins a state highway, NZTA also requires a CAR.

- TMP submission
A TMP must be submitted when you apply for the CAR. It must be drawn up by a qualified STMS (the CAR pages say a person holding the STMS Level 1 qualification). The traffic management page says TMPs must be lodged electronically through the Electronic Corridor Access Request System and not emailed or posted to the council, but the non-excavation CAR page says to email the TMP to the CAR requests inbox after logging the job, so check with the Roading Team. No file format is published.

Closures and road space
- Road closure application
A TMP is required for an event or work that may need a road or footpath closed, and it is lodged in the CAR system. The council must advertise all road closures by law and the applicant pays the advertising cost, charged at cost. A temporary road closure public notification fee is also listed in the fee schedule. No separate road closure form or lead time is published on the pages checked.

- Events
Events that may affect vehicle or pedestrian traffic, increase traffic to an area, need a road or footpath closed, or need road signs require a TMP submitted to the council, lodged through the CAR system. The fee notes say a CAR and TMP are required for all events that affect the normal operating conditions of the road, on or off the road reserve. Sporting and non-commercial groups can ask the Manawatu Events Equipment Trust about hiring traffic management equipment.
