Submitting

Where to submit a CAR

Submitica. Create a Submitica account the first time. Use beforeUdig to locate underground services before any excavation.

When a CAR is needed

Any work in the road reserve (property boundary to property boundary, including the road) needs a CAR permit and/or TMP acceptance before you start. A CAR is required for any activity that alters the surface of the road, footpath or berm. A vehicle crossing needs both a Vehicle Crossing Permit and a CAR. No exemptions are published on the pages checked.

TMP submission

A CAR application made in Submitica may need a TMP as additional information, and may also need a clear, site specific site or layout plan. Any TMP submitted must be prepared by a qualified Temporary Traffic Management Planner, and work cannot start until the TMP has been accepted as well as the CAR. The council's June 2026 letter asks TTM planners to include only hazards relevant to its review, meaning those affecting the interface between the worksite and road users. No file format is published.

Standard accepted

Since 1 July 2026 the council has taken new applications under NZGTTM only and does not accept new CoPTTM applications. CoPTTM applications made before 1 July 2026 stay valid until they expire.

Local conditions

The council's June 2026 NZGTTM letter sets local expectations: TMPs show how each control measure was selected from risk data, sites are monitored with documented corrective actions, and approvals, authorisations and onsite records are available when sites are audited. Special conditions may also be placed on a work access permit.

Fees

2026/27 (including GST). The council says there is no fee to submit through Submitica or for work access permit inspections, and other council fees may apply. Single occurrence permits are $340 for project works, $280 for major works and $110 for minor or emergency works ($0 for vehicle crossings). Additional review of an application is $230 for major works and $60 for minor works. Trenching inspections are $280, and the penalty for non-compliance is $580. The preparer of the TMP is paid separately.

Closures and road space

Road closure application

No separate road closure form was found on the pages checked. The council lists work up to a full road closure for an event as work in the road corridor that needs a CAR, and says temporary road closures for events are advertised in its public notices.
