When a CAR is needed

Council describes CAR management as the function that controls work by utility operators and other parties needing to work in the road corridor. Its vehicle crossing fact sheet (issue February 2022) says a CAR is required for each vehicle crossing project and that the contractor obtains it. No wider list of activities or exemptions was found on the pages checked.

Closures and road space

Road closure application

Yes, for events closing all or part of a road. Talk to the council's transportation officer first, then submit the application form (online, or Word or PDF) at least two months before the date, because only the elected Council or a council committee can approve a closure. With it you provide a TMP (the page says prepared by a certified TTM Planner), a health and safety plan, a completed resident visiting form, a public liability insurance certificate and a road damage bond. The proposal is advertised by public notice and people have 10 working days from public notification to lodge a submission. The page says it takes four to eight weeks on average to reach the next road closure sub-committee meeting. An advertising fee is billed separately to the applicant.
