Submitting
- Where to submit a CAR
It depends on the work, and the council page names three systems. Excavation work uses the CAR system via beforeudig.co.nz with the TMP. Work with no excavation (for example events in the road reserve) is submitted via corridoraccess.co.nz. Submitica can also be used for excavations, non-excavation, events and road closures. The page was last updated in August 2022, so confirm the current system with the council.

- When a CAR is needed
Needed for any activity, work, excavation or event within a road reserve. Work near a footpath or public space has to meet the council's footpath criteria (footpath kept safe, minimum widths of 1.7m in the central city and 1.2m elsewhere, no excavation or heavy machinery in the footpath, no overhead structural work, and no more than three days); if it cannot meet any of them, the footpath space has to be provided for in the CAR. Drones flying over a road corridor also need corridor access.

- TMP submission
Any work, activity or event in a road reserve must be controlled by a TMP prepared by a suitably qualified contractor. Upload a plan of the work showing how pedestrians are catered for. In areas with known cycle lanes the TMP must include a copy of the council's cycle lane requirements document (generic TMPs also need a cycle lane map). No file format rule is published.

- Standard accepted
Both, per the council page: CoPTTM remains the reference while NZGTTM phases in, and the council says it works with both during the transition. The council's local conditions still say traffic management follows CoPTTM. No NZGTTM switch date is published; the page was last updated in August 2022.

Closures and road space
- Road closure application
A road closure goes in as part of the TMP and CAR (the page lists Submitica for road closures). It legally needs public advertising, notification letters and signage. For events the TMP is due at least 90 days ahead and the closure must be publicly notified at least 42 days before, at the applicant's cost. No separate form was found on the pages checked.

No standard working hours are published on the pages checked.
