When a CAR is needed

Currently a CAR is only needed in the Grey District where the activity breaks ground in the road corridor or risks damaging it. The National Code of Practice for Utility Operators' Access to the Transport Corridors is the standard for working in the road and for the CAR process.

A TMP is required for all activities that vary the normal operating conditions of a road (carriageway, footpath or shoulder), and may be needed for activities outside the road reserve that affect it. Closures and road space

Road closure application

A road closure goes through the TMP and a temporary road closure application form, reviewed by the council's Traffic Management Coordinator. If the application succeeds, you get the closure form, the TMP and any conditions. The closure must then be advertised: for road works, notifications may need 5 days before with pre-warning signage and a letter drop; for events, an advertisement in the daily newspaper 42 days before. The council arranges the paper advertising and charges the contractor. You may only close the roads, dates and times stated in the accepted form and TMP.
