Submitting
- Where to submit a CAR
Submitica. The council's TMP page says TMPs are submitted as a Corridor Access Request, and that all TMPs (site-specific, generic, generic notifications, event, non-excavation and retrospective) go through Submitica. From 1 July 2020, applications are no longer accepted through BeforeUDig.

- When a CAR is needed
A CAR notifies the council of any proposed work in the road corridor. The council says its standards are compulsory whether the work is for a utility, local government, a commercial organisation or a private individual, and that all contractors must first be registered with the council as contractors. Openings under 0.25 square metres have no fee but still need an application. The council cannot approve TMPs on the NZTA state highway network (SH1, SH86, SH87 and SH88 in the Dunedin area).

- TMP submission
Have the TMP ready to submit at the same time as the CAR, in Submitica, with pre-application photos of the work site. The council says a TMP must be created by someone with the relevant NZTA qualification: a Site Traffic Management Supervisor or Specialist with a Temporary Traffic Management Planner (Practising) endorsement. An application is returned if it is lacking in detail, is late, has no evidence of consultation with affected parties (such as bus services, property owners, refuse and recycling collection), or lacks accurate route positions for temporary speed limits. The council has a step-by-step guide to using Submitica.

- Processing time
Submit CARs at least five working days ahead for minor works and at least fifteen working days ahead for other work such as projects or major works. For TMPs: generic notifications no later than 1 working day before work, site specific TMPs 5 days for minor works or 15 days for major or project work, event TMPs 21 days (30 days if a road closure is proposed), and road closures no later than 30 days before. The council says these TMP limits are from the Code of Practice for Temporary Traffic Management.

Closures and road space
- Road closure application
Yes. For an event closing some or all of a road, register the event with the council at least 30 days before (more if possible) by contacting the council. Road closures also require an Application for Activities on City Streets form submitted with the TMP. An advertisement is placed in the Otago Daily Times two Saturdays before the event at the organiser's cost (including a $25.00 admin fee). The event organiser must contact every affected person within the proposed closure area and get their signature, and try to resolve any objection.
