Submitting

Where to submit a CAR

Submitica. Create a free Submitica login and make the application there; all named parties (contractor, traffic management provider, utility operator) can see its status and upload documents.

When a CAR is needed

A CAR is needed for work that alters the surface of any part of the road reserve (excavating, drilling, resurfacing, tree trimming or removal), for placing any pipe, duct, pole, cabinet or structure, new vehicle crossings, commercial building construction, scaffolding, shop front fit-outs, cranes, building cleaning or painting over 4 hours, events and road closures. The list is "not limited to" these.

TMP submission

Upload the TMP in Submitica with the CAR, preferably with or soon after the first submission. A site specific TMP, a generic TMP, or a previously agreed generic TMP quoted by plan reference with a copy are accepted. A Work Access Permit is not issued until a TMP is in, so applications are held until it is uploaded. Also supply a site or layout plan and evidence of consultation with other parties. The council's TMP page says the plan must be created by someone with the relevant NZTA qualification (a practising TTMP).

Standard accepted

The council's pages still refer to the CoPTTM (the TMP page says traffic management must follow it, and the Submitica guide asks for a provider qualified for the CoPTTM level of local road). No NZGTTM position or switch date was found. These pages are undated.

Local conditions

No separate local operating procedures were found. A Work Access Permit may carry special conditions that must be followed, the council's traffic management team inspects work in the road reserve, and the council can stop work with no or inadequate traffic management and issue a notice of non-conformance.

Fees

2026/27 schedule, GST included. CAR $150. Commercial TMP $150, global TMP $450, TMP amendment (extension or alteration) $59, priority processing $300 where approval is needed faster than the standard timeframe, no charge for non-profit group TMPs. Temporary road closure $250 and temporary road closure for events $165 (indicative for a simple closure, complex ones can cost more). Inspections for non-conformance $180 or $355, and unauthorised works with no CAR $355 plus costs.

Processing time

No CAR processing time is published. The fee schedule refers to a standard TMP timeframe of 5 days and charges a priority fee to get approval sooner. For events, the TMP should be in at least 8 weeks before the event.

Closures and road space

Road closure application

Yes, a separate Application for Temporary Road Closure form, which says it must be received at least 49 days before the event and is advertised twice for objections. The form asks whether a TMP and temporary speed limit are attached. The council's page says some events need the closure form as well as a TMP, and to phone the council early.

Other notifications

Before excavating in the road reserve, advise all affected utility operators of your intention to work and seek their approval where required. The CAR also needs evidence of consultation with other parties, including utility operators or asset owners who may be affected.
