Submitting
- Where to submit a CAR
MyWorksites (myworksites.co.nz) is the only way to lodge a CAR, works access permit or TMP. Create an account, create a project and submit a worksite application with the documents uploaded. BeforeUdig does not start a Christchurch application.

- When a CAR is needed
Any work or activity that affects the normal operation of the road, footpath or berm: excavation and utility work, resurfacing and road maintenance, vehicle crossings, temporary use of legal road (skips, containers, scaffolding), structures on the road, temporary site access for deliveries or concrete pours, private utility connections, and events that may affect the road. Surveyors and other non-intrusive work also need a permit.

- TMP submission
Submit the TMP in MyWorksites, either as part of the worksite request or separately. It must be drafted by a trained competent person. A CAR also needs a site or lay plan, pre-start photos of the road asset, and a tree protection plan if working near street trees. No file format is specified on the pages checked.

Closures and road space
- Road closure application
Yes, as part of the TMP in MyWorksites rather than a separate application: a traffic management provider helps prepare it and a council Traffic Management Coordinator (TMC) reviews it and makes the decision. The TMC returns a road closure application form with the TMP (CCC also publishes a template). The closure must be advertised at least 7 days ahead, and pre-closure signs and notification letters are needed at least 7 days before.

- Temporary speed limits
Put the proposed temporary speed limit in the TMP. CCC's local operating procedures (October 2021) say temporary speed limits must not be used on every worksite, only where justified as part of an overall speed management treatment, and encourage a completed CoPTTM Speed Decision Matrix form with the TMP. CCC's speed management guide (CTOC, July 2014) says proposed TSLs must be accepted by CTOC and should only be used when absolutely necessary. The guide is old, so confirm current practice.

- Events
Yes. Event road closures follow a three tier process by size (small non-commercial community event, medium, large) submitted as a TMP in MyWorksites, needing 30, 60 or 120 calendar days lead time. Larger closures go to a Road Closure Subcommittee, with two newspaper advertisements placed by the council at the applicant's cost.

People to notify
- Public transport
Environment Canterbury (Metro). Work that closes or relocates a bus stop at the listed key Metro bus stop locations (Bus Interchange, SuperStops, mall stops, suburban termini and similar) needs consultation with ECan during TMP planning. For an accepted TMP that will affect bus routes (usually catchment or long-duration TMPs), ECan needs contact at least 48 working hours before the installation date. The guide is from 2016.

- Other notifications
Notify affected stakeholders (bus operators, businesses, residents, schools, hospitals, emergency services) at least 7 calendar days before the TMP goes in (NZGTTM-based TMPs) and keep a record; letter drops are also emailed to Police, Fire and Emergency and St John. Contact the council Real Time Operations team before and during work within 50 metres of traffic lights, and Parking Operations to pay for lost meter revenue.

- Working hours and restrictions
CCC's local operating procedures (October 2021) define peak hours as weekday mornings 7am to 9am and afternoons 4pm to 6pm (3:30pm to 6pm on Fridays and days before a public holiday). Traffic management operations on Level 2 roads are not permitted in peak hours; Level 1 and low volume roads allow them if delays stay within five minutes or what the TMP accepts. CCC also issues seasonal restrictions each year (Cup and Show Week, Christmas lead-up), listed on the traffic management news page.
