Where to submit a CAR

When a CAR is needed

A CAR is triggered by an activity that happens in the road corridor or may affect how the corridor normally works, including traffic, pedestrians or the network. The council says it may later develop guidance on low-risk activities that can be managed outside the formal CAR process, and gives examples of activities that may not require a CAR (on-foot inspection or survey work that does not affect live lanes, and mobile operations that do not hold up traffic), but the applicant must still consult the CAR team early to confirm.

TMP submission

No portal or file format is published. The CAR application should describe the activity and location, timing and duration, whether traffic or pedestrians are affected, and include a TMP and supporting risk documentation where required. NZGTTM templates are examples only; the reviewer looks at whether enough information is given, whatever the format. The council also offers an NZGTTM alignment, TMP and risk review checklist for applicants.

Standard accepted

NZGTTM. The council's March 2026 guidance explains how it applies the NZGTTM and a risk-based approach to corridor access decisions. No CoPTTM position or switch date was found.

Local conditions

The council publishes CAR Assessment and Processing Guidelines (March 2026, with TMP essential information, risk assessment, disagreement and escalation, FAQ and regional guidance notes), a Risk-Based Corridor Access and TTM Guideline, and a Risk Appetite and Tolerance Framework. The regional notes list corridor features that call for extra justification, such as high seasonal traffic, constrained corridors, limited detours, bridges, public transport or freight routes, and weather or terrain.

Fees

2026/27 schedule, GST included. CAR for minor work, major work or a project $160 (major works and projects may vary with duration and complexity). CAR with a TMP for works over 6 months $475 (covers a 12-month global or generic CAR and risk-based TMPs; a new CAR is needed after 12 months). Temporary road closure CAR for a commercial organisation or event $315, and no charge for non-profit community events.

Processing time

The council aims to process a complete CAR within 15 working days of lodgement. Its indicative stage timings are guidance only and scale with risk and complexity.

Closures and road space

Road closure application

No separate closure form was found. A temporary road closure is requested as a CAR ("Temporary Road Closure CAR Request"), charged $315 for commercial organisations and events and nothing for non-profit community events. For closures under 5 days the standard CAR fee may apply instead. State highways are NZTA's.

Road space booking

After the Work Access Permit is issued, where applicable the applicant confirms intended work dates and times with the council and checks for clashes with other works, events or network operations. This may involve road space booking or confirmation processes. No separate booking system was found.
