TMP software in New Zealand: how the options compare
The main TMP tools in New Zealand are RapidPlan (desktop NZ$999 a year, online NZ$755 a year), TMPGen (NZ$49 a month), Taper (address to draft NZGTTM plan, private beta) and Xuro (drawing plus a pre-submission review). Some designers still use general CAD such as AutoCAD. Prices and features below were checked on 23 October 2026.
What TMP software needs to do in New Zealand
A TMP tool earns its keep if it covers the parts of the job you do every day:
- Real NZ maps or aerials to draw on.
- NZ signs that match NZTA's sign specifications.
- Layout distances for the standard you're working to: CoPTTM or NZGTTM. Councils are moving to NZGTTM on their own dates; see NZGTTM deadlines by council.
- Clean output: PDF for submission, and DXF if you work with engineers or CAD.
- NZGTTM support: since councils now review your risk assessment, not just your layout, some tools help with the risk side too. See Checking a TMP before you submit.
Price, platform (desktop or browser) and support matter as much as features. The options below are described from each provider's own website.
RapidPlan (Invarion)
RapidPlan is TMP drawing software from Invarion, a company founded in Melbourne in 2001. RapidPlan 1.0 was released in 2007. Invarion sells two versions:
- RapidPlan (Windows desktop): NZ$999 a year, excluding tax, with a 14-day money-back guarantee. Invarion's comparison table lists road tools, a sign and device library, plan templates, measurement tools, batch export, an automatic road layout tool, and import from PDF, CAD, KML and KMZ.
- RapidPlan Online (web): NZ$755 a year, excluding tax, with a free 14-day trial. Its table lists a sign and device library and image and PDF export, with fewer import options than the desktop version.
Both draw on integrated mapping: Google Maps and Mapbox online, and Google Maps plus other services on desktop. Swept path analysis is a separate product, RapidPath, from NZ$799 a year online. Monthly and three-year billing are also offered.
TMPGen (Goodmark Limited)
TMPGen is a browser-based NZ tool built in line with CoPTTM and NZGTTM. Its website lists real NZ maps, a full sign library, cone sequences and tapers, distance measurement, NZGTTM risk assessments and high-resolution PDF export with a title block, legend, north arrow and scale bar. It costs NZ$49 a month or NZ$588 a year; TMPGen says GST may be added. The 14-day free trial needs a payment method to start.
Taper
Taper takes a different approach: you enter a street address, the activity and the dates, and it drafts a risk-based NZGTTM TMP with the assessment and diagram. A competent STMS or TTM practitioner then reviews and signs it before it's lodged. Taper says it is in private beta and free to trial. Pricing is per plan with credits, with a monthly option for high-volume teams; launch rates are not published yet.
Xuro
Xuro has two parts. Xuro Designer draws TMPs on LINZ aerial imagery, with NZ signs drawn from NZTA's own sign files, layout distances for CoPTTM or NZGTTM, swept paths, stages, print frames, and PDF and DXF export. The Xuro Review Engine checks a finished TMP package against CoPTTM or NZGTTM before you submit, and points to the page behind each possible issue, with the clause it relates to where there is one. Site Builder, a paid add-on, lays out signs and cones from a short chat for you to check and adjust. Xuro runs in Chrome or Edge. It offers a free 14-day trial with no card (subject to approval, one per company); paid plans are not published yet.
General CAD software
Some designers and trainers use general CAD software such as AutoCAD for TMPs, because it's already standard in engineering and construction and plans are easy to revise. It isn't built for traffic management, so signs, layouts and title blocks come from your own templates and blocks.

"Not listed" means the provider's own page doesn't mention it on the day we checked. It may still exist, so ask the provider.
How to choose
- Start with your standard. If most of your work is now NZGTTM, look at how each tool handles the risk assessment as well as the drawing.
- Count the real cost. Compare the yearly price for the number of designers you have, and whether swept paths or extra features cost more.
- Try it on a real job. Every option here has a trial or money-back period. Draw one of your own recent sites in each.
- Check your output. Make sure the PDF your council receives is clear at print size, and that DXF export works if you need it.
- Think about checking, not just drawing. Whatever you draw in, a second read before you submit catches the gaps councils send back. See An NZGTTM TMP checklist before you submit.
Xuro is the one we build. If you'd like to compare it on a real job, the trial is free.
Questions
What is the most common TMP software in New Zealand?
RapidPlan by Invarion has been around since 2007, sold as a Windows desktop app and a web app. Newer NZ tools include TMPGen, Taper and Xuro, and some designers use general CAD software such as AutoCAD.
How much does TMP software cost in New Zealand?
On 23 October 2026: RapidPlan desktop NZ$999 a year and RapidPlan Online NZ$755 a year, both excluding tax; TMPGen NZ$49 a month or NZ$588 a year. Taper and Xuro had not published prices. Check each provider's site, as prices change.
Is there TMP software that does the NZGTTM risk assessment?
TMPGen lists NZGTTM risk assessments as a feature, and Taper drafts the risk assessment with the plan for an STMS to review. Xuro's Review Engine checks a finished package, including the risk side, rather than writing the assessment for you.
Can I try TMP software for free?
Yes. RapidPlan Online, TMPGen and Xuro offer free 14-day trials, RapidPlan desktop has a 14-day money-back guarantee, and Taper is free to trial in private beta. TMPGen's trial needs a payment method; Xuro's doesn't.
